What: Strengthening Institutional Capacities

We designed a two-workshop initiative to share perspectives on the best practices for the successful development of sustainable large hydropower facilities in today’s social, economic and global environment. The objective was to create awareness about the role and benefits of sustainable large hydropower projects in mitigating climate change, in ensuring security of supply, in enhancing social and environmental mitigation measures, and in stimulating local regional development. The first workshop targeted Latin American countries, while the second one targeted Russia.

The second workshop took place in Tolyatti, Russia from April 24-25, 2013. Local and international experts, among others, from the World Bank/International Finance Corporation (IFC), the European Bank for Reconstruction and Development (EBRD), the United Nations Economic Commission for Europe (UNECE), Hydro-Québec (Canada), Électricité de France (France), Eletrobras (Brazil), Enel (Italy) and RusHydro (Russia) presented the best practices around the world regarding large hydropower development and deployment.

Through interactive panel discussions moderated by international large hydropower project developers and experts, panellists presented, based on their experiences, how to guarantee social and economic development while also protecting the environment, how to address mitigation measures acceptable by the population and by the regulation framework, how to increase transparency and accountability vis-à-vis local stakeholders, and how to promote sustainable local/regional development. 

The Tolyatti workshop also included a technical tour of RusHydro’s Zhigulevskaya hydropower plant.
