At the request of the Asian Development Bank (ADB), we agreed to support them in identifying priority tasks in order to avoid a complete breakdown of the electrical and district heating system in Mongolia. At the time, the country’s national power utility responsible for the generation and distribution of electricity, as well as district heating had a thermal power system of an obsolete design and their cogeneration units were in a very serious state of disrepair.

 

In February 1995, GSEP experts took part in a two-week ADB mission to Ulaanbaatar to identify priority repair and rehabilitation work and to select power plant components suitable for ADB financing. Our initiative included the following main tasks:

  • Recommend priority measures to improve plant availability and efficiency
  • Review ADB’s bidding documents for refurbishment of the high pressure part
  • Advise the national utility on selection of an easy-to-operate furnace system
  • Review the installed dust separation technology
  • Review the availability of spare parts from shut-down power plants in Germany

 

Our experts’ recommendations were included in a memorandum of understanding (MOU) signed between the ADB and the Mongolian Ministry of Energy, Geology and Mining. The Ministry appreciated the assistance provided by GSEP and emphasised that the training program played an important role in improving the skills of managers and engineers in the energy sector. The ADB confirmed that the GSEP experts’ advice on power plant technology and operation, as well as the review of the Bank’s tender documents, from a neutral expert’s perspective, had been very useful for their financing procedure and for allocating the funds to the most effective measures.
